ISAF Theme: ISAF Learning by Doing

The DFGG Program Coordinating Office (PCO), Ministry of Interior would like to inform reporters/journalists that a five-day workshop on ISAF Theme: ISAF Learning by Doing, will be held from June 9 to 13, 2014 at the Governance Resource and Learning Centre (GRLC) of the Ministry of Interior.

The five day workshop including ISAF Core Training Skills Building topics:

    1. Intro to the SAF
    2. Intro to Information Transparency and the I4Cs
    3. Intro to Budget Transparency
    4. Intro to Citizen Monitoring: the Multi-Sector CSC and JAAP
    5. ISAF skills building: disseminating I4Cs, facilitating Multi-Sector CSC and developing effective JAAPs.

The workshops/seminars will invite relevant state and civil-society actors in Cambodia.
State officials to be invited include: local commune and district authorities from field-testing sites, and relevant NCDD officials.

Participants of the workshop will 1) have enhanced understanding of the social accountability framework; 2) have enhanced knowledge to implement the SAF and its individual components; and 3) build participants capacity to implement ISAF through facilitating phase 3 field-testing.

The SAF aims to build upon achievements of DFGG to coordinate efforts to enhance citizen engagement and social accountability in Cambodia. Taking this coordinated approach aims to focus all efforts on results. It is intended to (i) lead to more efficient implementation of Sub-National Democratic Development (SNDD) reform as defined in the IP3, (ii) lead to strengthened, more productive partnerships between government, civil society organizations and citizens, and (iii) bring about greater impact on the empowerment of communities (with a particular emphasis on women and youth as key agents of change) and on the accountability of government actors. Dispersed and fragmented activity has, in the past, planted some seeds, but brought about little evidence of sustainable change.

The Strategic Plan on Social Accountability was developed by NCDD, in consultation with civil society organizations and other stakeholders, and signed into government policy in July 2013.

Implementation of the Social Accountability Framework (ISAF) is planned to commence during the second half of 2014.
