Position Title: Planning, Monitoring and Evaluation Specialist, Demand for Good Governance Project
Classification: Contract position
Location: Project Coordination Office (PCO), Ministry of Interior
Reports to: Project Manager and Project Director

The Ministry of the Interior (MOI) is the Executing Agency for the World Bank funded
Demand for Good Governance Project (DFGG). The DFGG Project supports the
governance reform policies of the Royal Government of Cambodia. It is an exciting new
project that will support selected government institutions and civil society organizations
to develop and expand programs that promote good governance. Civil society
organizations will be encouraged to promote accountable and transparent government
through partnership approaches with state institutions and a competitive program of small
grants. At the same time, the DFGG project will support four state institutions to
demonstrate innovative good governance approaches, in partnership with civil society,
that may generate lessons for wider replication. The project hopes to encourage citizen
demand or interest in governance issues and to improve government responsiveness to
feedback from the community.

The MOI established a small Project Coordination Office (PCO) to support project
preparation, and plans to strengthen the capacity of the PCO through recruitment and
training during the pre-implementation period. Government Specialists will be transferred
into the PCO and key positions will be filled by contracted professionals from outside of
government. The PCO's main role will be to manage the project and coordinate key
activities among the participating state institutions and civil society organisations. It will
undertake centralised project management and coordination functions in key areas of
finance, procurement, monitoring and evaluation, project reporting, learning,
communications, human research management and training. The government staff and
contracted staff in the PCO will be supported by a range of national and international
technical advisors and consulting services in selected areas where PCO capacity is weak
and requires strengthening.

The Position
The Ministry of Interior requires a Planning, Monitoring and Evaluation Specialist
(PM&E Specialist) to assist MOI staff in the Project Coordination Office (PCO) in
annual project planning and budgeting, project monitoring and evaluation, and associated
project reporting. The PM&E Specialist will provide support to the four state institutions
(SIs) and the project's Non-State Actor Component, as necessary. The PM&E Specialist
will assist the PCO to compile annual implementation plans from the project sites, and
regular M&E reports, for the development of consolidated DFGG Project plans and
reports. The contract will be for an initial period of 12 months with possibility of
extension, subject to satisfactory performance.
The contracted PM&E Specialist will
report to the Project Manager and Project Director.

Job Description
To coordinate annual planning activities for PCO, the four State Institutions (SIs) and the
Non-State Actor Component (NSAC); oversee and support the implementation of the
monitoring and evaluation (M&E) systems in all project sites; and conduct M&E
activities for the PCO Project Coordination and Learning Component.

Scope of Work

The duties and responsibilities of the Planning, Monitoring and Evaluation Specialist will
be as follows:
1. Work closely with M & E firm, National and International Consultants, and M&E
focal persons from the four SIs and NSAC to implement project progress and
performance monitoring and provide routine information to managers on the
monitoring indicators specified in the component M&E systems
2. Participate in evaluations, selected research activities and baseline surveys by
providing the necessary program and organizational support.

3. Organise regular project review workshops, collate M&E information from the three
project components, and produce summary quarterly and annual reports for the
Project Coordination Group, other key government agencies and the World Bank
4. Develop TORs for contracted evaluation and learning studies, support the
development and testing of evaluation tools (including the collection of information
on outcome indicators) with M&E staff from the other components and contracted
civil society organisations/NGOs; and oversee and manage the contracted studies
5. Develop and maintain a simple files and records for key M&E indicators
6. Identify project progress and performance issues to be raised at Project Management
Team and Project Coordination Group meetings and assist administrative staff in
developing agendas and recording minutes of these meetings
7. With the SI and NSAC M&E focal persons, monitor project risks and risk mitigation
activities and the implementation of the Transparency and Good Governance Plans
and sustainability strategies
8. Develop and coordinate the annual planning and budgeting process for all
components and the project as a whole
9. Work with advisers and planning focal persons in the SIs and NSAC to document
overall annual plans and budgets for the project
10. Perform other tasks as directed by the Project Manager and Project Director.

Required Expertise and Qualifications

• A minimum of Bachelor's degree in an appropriate discipline from a reputable
• At least 3 years professional experience in planning, monitoring and evaluation
(with either a government agency or non-government organization).
• Experience in programs involving collaboration between CSO/NGOs and government agencies would be highly regarded.
• Previous experience with international projects would be an advantage
• Excellent skills in English language and in writing/editing project reports.
• Excellent computing skills (word processing and spreadsheets).
• Teamwork skills.
• Communication skills and workshop facilitation skills would be highly regarded.
