1. The Royal Government of Cambodia (RGC) has recognized the importance of strengthening governance in its National Strategic Development Plan (NSDP) 2006-10 and in the Rectangular Strategy (RS) 2004-08. The RGC has also publicly recognized that “achieving good governance will require the active participation and commitment of all segments of the society, enhanced information sharing, accountability, transparency, equality, inclusiveness, and the rule of law” (RGC 2004). A number of key government policy documents, such as the RS, the Governance Action Plan, and the Decentralization and De-concentration (D&D) Strategic Framework recognize the helpful role civil society can play in governance processes.

2. The DFGG Project is a response to the current RGC push for reform, and has been approved as a US$20 million-equivalent grant from the International Development Association (IDA). It will be implemented over a four-year period (2009-2013), under the general coordination of the Ministry of Interior (MOI) as the Executing Agency. Conceptually, „Demand for good governance‟ (DFGG) aims to increase the extent and ability of citizens and other non-state actors (NSAs) to hold the state accountable, and to make it responsive to their needs. In turn, DFGG enhances the capacity of the state to become more transparent, accountable and responsive to citizens.

3. The Ministry of Interior (MOI), Project Coordination Office (PCO) as the executing agency for DFGG intends to use part of the proceeds of the grant for the services of National Financial Assistant for World Bank Division, Department of Investment and Cooperation, Ministry of Economy and Finance. The Ministry of Economy and Finance is responsible for processing and maintaining records of disbursements. The Financial Assistant, with a proven ability in financial management and accounting will assist the WBD in administration of two reimbursement schemes involving Implementing Agencies in World Bank Funded Project including disbursement functions for DFGG Project. The Assistant will also support all aspects of financial management activities and disbursement procedures as related to the DFGG Project. The assignment will be based in the World Bank Division (WBD), Department of Investment and Cooperation of the Ministry of Economy and Finance and report to Division Chief.

4. The Assistant will be contracted for an initial period of 9 months which may be extended for further period if the performance is satisfactory to MEF.

5. The Required Financial Assistant shall have the following qualifications and Experiences:

  • A minimum Bachelor Degree in the field of Finance and/or Accounting or any other relevant fields.
  • Eligible candidate must be Cambodian; - Have 5 years extensive experience in project financial management;
  • Have some knowledge of the Standard Operating Procedure (SOP), and Financial Management Manual (FMM) promulgated by Sub-Decree No. 14 ANK of February 26, 2007;
  • Qualifications in economics, accounting, finance particularly in the area of project management and administration;
  • Have a good knowledge of government procedures related to project implementation; - Working experience at least five years of relevant professional experience;
  • Professional experience in externally financed project is preference.

6. Demand for Good Governance Project invites Expression of Interest from qualified and experienced individual to undertake the above mentioned services which are further detailed in the detailed Terms of Reference which are available from the address below during office hours from 08:30 to 12:00 hours and 14:00 to 17:30 hours from Monday through Friday either or website at www.dfggmoi.gov.kh. The Successful Consultant will be selected in accordance with the provisions set forth in Section V: Selection and Employment of Consultant by World Bank Borrower, May 2004 and revised October 2006.

7. Interested individuals in submitting their Expressions of Interest must provide copy of their updated curriculum vitae, indicating personal and technical skills, academic qualifications, and experience in similar assignments along with the names of at least three (3) referees with contact information (e-mail address, telephone or fax numbers), past contract experience and any other related documents.

8. Expressions of Interest must be submitted to the address below on or before 23 April 2012 at 17:30 hours.
